Consent Management refers to the process by which industries, commercial units, and infrastructure projects obtain statutory approvals from the West Bengal Pollution Control Board (WBPCB) to ensure that their operations do not harm the environment.
It includes two critical stages:
What is it?
The Consent to Establish (CTE) is the initial clearance that allows an entrepreneur to construct, install, or expand an industrial project after evaluating its environmental implications.
Once the establishment phase is complete and the unit is ready to function, the entrepreneur must obtain Consent to Operate (CTO). This consent certifies that the industry meets all environmental standards relating to emissions, effluents, and waste management.
Together, they form the “Consent Management” system, ensuring industries operate responsibly and in line with the state’s environmental policies.
Who Needs It?
All industries, commercial establishments, healthcare facilities and projects with potential for pollution whether new or expanding, must obtain the relevant consent(s) from WBPCB.
Even small and medium enterprises fall under this requirement, depending on their category of environmental impact.
