BIS certification for Electronics and IT Goods under Compulsory Registration Scheme

Scheme–II (Compulsory Registration Scheme)implemented by the Bureau of Indian Standards (BIS), based on self-declaration of conformity by the manufacturers.

Among the various categories covered under this Registration Scheme, the list of Electronics and IT Goods, notified by the Ministry of Electronics and Information Technology (MeitY), GOI, constitutes a major component. These products are specifically included under the ‘Compulsory Registration Scheme’, ensuring that they conform to the prescribed Indian Standards before being introduced or sold in the Indian market.

2. Notification:

Ministry of Electronics and Information Technology (MeitY), Government of India, notified the “Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2012” on 3rd October 2012, initially covering fifteen categories of items. Subsequently, forty-seven additional product categories were brought under the same order in various phases till 1st October 2020. Further, on 26th April 2023, MeitY notified a new Indian Standard for ‘Digital Television Receiver for Satellite Broadcast Transmission- Specification, thereby increasing the total number of product categories to sixty-four.

 3. Objective of the Scheme:

The main purpose of Scheme–II (Registration Scheme) is to ensure that only safe and quality-compliant electronics and IT products are sold in India. Manufacturers must self-declare that their products conform to relevant Indian Standards (IS), and register their products with BIS certification before marketing them in the country.

4. Who are eligible for the scheme:

The manufacturer is eligible to apply and get unique registration number which is linked to manufacturer, location of factory, product and brand.

 

5. Salient Features:

  1. Type of Certification: Registration based on Self-Declaration of Conformity (SDoC)
  2. Applicable Goods: Electronics and IT products notified by MeitY.

6. Simplified Steps for Registration:

  1. a. Identification of Indian Standard (IS): Determine the relevant Indian Standard applicable to your product from the related list under CRS.

  1. b. Product Testing: Get the product tested from a BIS-recognised laboratory as per the applicable Indian Standard. The test report should not be older than 90 days.
    c. Submission of Application: Apply to BIS online with test reports and necessary documents under “Registration Scheme”.
    d. Grant of Registration: Upon successful verification, BIS grants a Registration Number with the permission to use the standard mark.

8. Responsibilities of the Manufacturer:

  • It shall be ensured that every registered product conforms to the relevant Indian Standard.
  • A quality control system shall be maintained to ensure consistency.
  • The BIS Registration Mark shall be affixed on the product and/or its packaging.
  • BIS shall be informed of any changes in product design, manufacturing location, or ownership.
  • Full cooperation shall be extended to BIS during surveillance or random sample testing.

  • The ‘Standard Mark’ can be displayed in single colour or multi-colour.
  • The Standard Mark shall be placed on the product & the packaging both however, if it is not feasible to place the same on the product for size constraints, it can be put on the packaging only.
  • The Standard Mark shall be legible, indelible and non-removable and the durability of marking shall be as per the provisions of the relevant Indian Standard, wherever applicable.
  • The display of IS number, registration number and words shall not be less than Arial font size 6.
  • Any device with an integrated display screen may present the Standard Mark electronically in lieu of a physical presentation on the product. (E.g. If someone checks the standard mark in his/her mobile, it will be available at – Setting > About Phone > Regulatory information > Standard mark).
